From "A Great Place to Be", reigning in the All America City of Garner, Jocelyn Ruffin is Mrs. Black North Carolina USA 2018! Jocelyn is an alumnus of East Carolina University, with a B.S. in Child Development and Family Relations specializing in Child Life with a Birth-Kindergarten teaching certification. She is also an alumnus of Capella University with a M.S. in Education, specializing in Early Childhood education. She is currently pursuing her Ed.D. in Education.

As a professional classroom educator of Special Education, she is a devoted advocate not only to her students bot to their families as well. She is not only instrumental in providing pragmatic learning opportunities and systematic programming in the classroom for her students requiring structured and individualized education, but she offers a multi-tiered approach in support to the students and families with community and family-centered activities.

Jocelyn is a member of NAEYC (National Association for the Education of Young Children), and NBCDI (National Black Child Development Institute). She is the team captain for the Autism Society of North Carolina, National Run to End Women's Cancer, Domestic Violence Walk, and Endometriosis Walk events. These are all personal and dear to her life's journey to raise awareness and educate others.

Jocelyn takes pride serving in ministry, particularly with the youth, and community outreach projects. She is happily married to Mr. Haywood N. Ruffin, and is the mother of 5 beautiful children: Joshua, Jacquelyn-Gabriela, Nelson, Ali, and Kai.
